The Rover section is scouting for adults.  It can be for adults involved in leadership of the younger sections or adults who wish to pursue their own scouting interests.  Most of us do both!

Rovers have their own badges based on various skills and service.  Never been a Scout?  No problem.  Interested in doing outdoor activities with like minded individuals?  You found the right place.  Interested in helping others?  We do that regularly.
